refactor: revive cleanup — unused params to _, add missing doc comments

- validateMergedStorageConfig / ParseMigrationTargetConfig / MockStorageService.Put 未用参数 -> _
- SetDBServiceForTest、StorageDriver 常量组补充文档注释
