Delete omega-locales/zh to prevent confusion.

OK. I don't think there is a way to show notices on Weblate to stop
users from working on translations. So let's just delete it and hope
that nobody else will attempt to create zh locale again.

If you are reading this, please consider contributing to ../zh_CN or
../zh_TW. Note that zh_CN will be copied to zh automatically on build.
