Show zh_CN translations for general zh locale.

The interface for zh_TW is now in Simplified Chinese instead of English.
It's better to have real zh_TW locale, but I don't have time for that now.
For now, let's just assume Simplified Chinese makes more sense than
English to people using zh_TW locales.
