* fix: tolerate service not found during forward deletion

- Refactor deleteForwardServicesOnNode to handle not-found errors gracefully
- Extract deleteForwardServiceCandidates helper for reuse
- Add tests for not-found tolerance scenarios
- Ensures compatibility with legacy node versions
